It occurs to me this matter will arise at least somewhat when discussing
the install conventions for bundled packages where they might have to
tolerate being installed into a filesystem lacking case sensitivity.
That is, if TEA conventions haven't already made this decision for us.
I believe Tcl Modules have already introduced the rule that package
names (at least Tcl Module names) have to be unique even when compared
in the -nocase sense, because of the connection imposed between package
names and file names.
