there is an implementation from Oct. 2006 referenced from the TIP#279 
(implementation
of what's described in the TIP, sufficient for running the TclCOOL 
example).
There is an updated implementation named alpha3 at the same location
(some additions for running the regression tests of tip#257 and itcl, 
see my earlier
posting a few days ago). The current version of the implementation is in
git://alice.wu-wien.ac.at/xotcl in the 2.0.0 branch with several additions
(and varrform changes, etc.). I do not say, that the implementation or 
the TIP#279
are ready. i have provided a timeline and offer in my mail from Mai 7th, 
1pm.
