AppleScript, Python, Ruby and Perl have been "blessed" as Cocoa
development languages with official support from Apple, starting in
Leopard. Apple has provided the AS-to-ObjC bridge with AppleScript
Studio, and third-party developers have supported the other languages.

No one, to my knowledge, has worked on a Tcl binding for Objective-C and
Cocoa. I suspect this is because of Tk; Tcl really doesn't have bindings
to *any* other GUI framework. The other languages, by contrast, are
polyglots and bind to virtually every toolkit out there.
