Initial Comment:
When bwidget comes from the CVS, an autoconf needs to
occur to get a working configure. During that process,
if the developer has only extracted the files for
bwidget, the autoconf discovers that the config/tcl.m4
fileis missing.  However, it doesn't check for the
config/mkinstalldirs command, and configure doesn't
check for it either. So the developer doesn't discover,
until installation time, that bwidget has a dependency
on it.
