Well, I think that one of the members of this mailing list (Keiichi Takahashi)
may have written something like that himself. You might try emailing him
at bitwalk@[...].jp (that's the last email address I have for him)
and see what his plans are for the item.
Also, note that http://tclplugin.sf.net/ can be used by your group if
they would wish to contribute an installer...
