Looking at the file ... This is the file for ActiveTcl.
Ignore it and anything it says.
I will have to write a TDK specific one.

The Help for the TDK is in the .app bundles of the TDK tools.
*.app/Contents/Resources/English.lproj/*-4.0/
The Help in tdkbase.app is the master, all others
are soft-links to it.
