The basekits ship with each ActiveTcl tied to the platform, so you would have
to extract them specifically that way. The basekit is tied to the exact core
revision of an ActiveTcl release.
It is technically possible to retrieve basekits via the teacup as well, but
this isn't yet an officially supported method as we are focusing on package
delivery only via the teapot for now.
