Menu ->  Edit -> Preferences -> Panel 'Tap Search Paths'
Is that set up correctly ?

ActivaTcl has only tap files for packages it distributes.
ActiveTcl 8.4 has several hundred packages for which tap files are needed.
ActiveTcl 8.5 is lean and has almost no packages.

Packages in a teapot repository have teapot meta data instead of tap files.
For them TDK uses that teapot meta data instead of data in tap files.
