[xml-dev] What are units-of-measure? e.g., what's a "kilometer"?
I'm not sure what you mean by "who provides for the syntax", but the
"file:///" part of it is defined by RFC2396, and the mapping of the
rest of it - in particular, mapping the device C: to a path segment -
is a convention presumably established by Microsoft.
