I think the disconnect may be that you have a very different idea of
validating separate namespaces should work than the creators of RELAX
NG, though perhaps I'm misunderstanding you (or them).

Have you looked at Namespace Routing Language (NRL) at all?

The most obvious use case for it is combining schemas written in
different languages for different namespaces, but it looks to me like a
good general-purpose solution to validating documents which use multiple
namespaces.
