Bug in Public schema for datatypes, replacement publicly available

I have discovered that the schema for datatypes as publicly released
on 25 February [1] is not valid XML -- it contains a relative URL
which worked when I built it, but not where it is now living -- my
apologies to anyone who has tried and failed to use if for this
reason.

I have mounted a complete set of schemas and DTDs in a public place [2]
which fix this problem, but are otherwise identical to those released
as part of the 25 February Public Working Drafts.

The operational consequence of this is that anyone working on schema
validation should reference [3] or [4] instead of whatever they were using
before.
