So XML 1.0 files will be read in correctly by XML 1.1 parsers
but XML 1.1 files will be rejected by XML 1.0 parsers.  I do
not see how this would work particularly when web browser
upgrade cycle influences heavily on the XML industry.  I wish
XML-ready web browsers had auto-update for their XML support.
