Historically all of pear was distributed w/ php. Now the core classes are still
there, the rest are in its own dir. Read the manual on pear.php.net for more
details.

Releases are up to the package writers, so if they have not created the
appropriate package.xml, and then done a release, it is not listed as a
release, although is still in CVS.

Wrong group. Ask in the phpdoc mailing list, in particular as the german
editors/translators. Each translation team has its own coordinator and
procedures, ask them directly.

   Create and Catalog a News Item. Someone will later approve the News.
After approving rge Item will appear.
